Looks this issue got fixed in iOS16 beta 5 complied from Xcode 14 beta 5. The intents which are marked with CustomIntentMigratedAppIntent are appeared only once in shortcuts app that too pointed to appintents based shortcut.

We have filed bugs for the above in FB14821786 and FB14821863. Kindly look into this and address the issues.

We too facing the same issue

The issue got resolved by removing the 'Icon Files' and 'Icon names' empty entry under 'Icon Files' key in info plist. We used this earlier for supporting alternate app icons. This empty entry caused the issue when submit app build from latest 26 xcode
